Information Technology and Telecommunications

The activity of Lenenergo is based today on the work of a modern complex of IT, telecommunications and automation tools of activity. The Company has been implementing the Strategy in the field of IT and telecommunications (ITT-strategy), which sets out objectives, strategic initiatives and activities for IT development, approved by the Board of Directors on 31.07.2012. In 2014, ITT-strategy was updated and the medium term development plans of the automated systems were aligned with the existing economic constraints and priorities of Lenenergo.


Objectives of the strategy of Lenenergo in the field of IT and telecommunications:

Providing Lenenergo with affordable and high-quality IT services to improve the efficiency of its operating costs


Ensuring a certain level of reliability of electricity transmission and distribution through the efficient use of resources and control of production assets based on the balance of cost, risk and performance of assets


Reducing the time of emergencies elimination and their prevention in the future by providing relevant data of information management systems for maintenance of electric grid equipment


Increasing the availability of energy infrastructure services for consumers and reducing the processing time of clients’ applications


Strategy in the field of IT and telecommunications in action

In 2014, within the provisions of ITT-strategy and other regulating documents Lenenergo delivered a series of projects in the priority directions:
Activity Initiatives implemented in 2014
Procurement activity
  • An electronic archive of procurement documentation for packages of documents from 2012 and the Minutes of procurement documentation from 2006 to 2011, a total of more than 1.2 million pages was Implemented.
Maintenance and repairs
  • The information system of assessment and calculation of the consequences of equipment failure was implemented. The system aims at the formation of prioritized lists of power grid equipment for its repair and timely replacement.
  • The functions of account and control of investigation of fires on grid facilities were automated.
Sales of services
  • A new customer’s personal account was introduced on the website for sales of services, which allows customers without visiting client centers to file all necessary documents for registration of their applications for technological connection.
  • The processing of “virtual applications”, i.e. applications for technological connection submitted via Internet, telephone, fax, etc. with “pending” status until the customer’s submission of the relevant documents was automated.
  • Work of the single phone number 8-800 to receive calls from the customers with integration into existing IT infrastructure was provided.
Dispatching control
  • Two control offices of Lenenergo branches were equipped with modern devices (Southwest REN and 2 vacuum air-break switches)
  • Main and backup communication lines were laid to the branch Vyborg Electrical Networks to ensure reliable channel for data transmission of voice dispatch, office and technological communication of the entire branch.
  • Under the agreement with the Regional dispatch control of the power supply systems of St. Petersburg and the Leningrad Region eight substations 110 kV were telemechanized.
IT infrastructure
  • Renewal of the Company’s computational facilities was promoted in the amount of 20 pieces of equipment, and critically outdated server hardware and storage systems shot with support by equipment manufacturers and their partners were withdrawn from service.
IT
  • The process of functional requirements management to improve the Company’s information systems was implemented with the control of arriving inquiries, deadlines and budgets for their execution.
Telecommunications
  • Seven regional transits were connected to the basic communication ring.
Staff development
  • The IT infrastructure was developed for commissioning of an educational and training range complex of Lenenergo in Tervolovo village of the Gatchina district of the Leningrad Region.

In 2015, Activities for the development of telecommunications transit to Lodeynoye Pole and Priozersk are planned. Projects in the field of IT and telecommunications implemented in 2014 will be the basis for automation of Company’s activities in the future with a view of increase of labor productivity and transparency of operational processes.

The direction set by the initiatives of the Government of the Russian Federation in the field of import substitution of IT solutions poses new challenges in the field of technology development. Preparations for implementation of the projects of potential transition to domestic IT solutions in the conditions of limited funding and with the adjustment of the “road map” of the ITT-strategy are among the priority directions of the Company.
